OGK-4 Purchasing Efficiency Has Reached 227 Million Rubles over the Nine Months of 2007

The Board of Management of Fourth Generation Company of the Wholesale Electricity Market (Open Joint-Stock Company) (OGK-4) has reviewed the report on the Company's procurement results over the nine months of 2007. The value of goods and services purchased by OGK-4 for its operating and investing activities totaled 46.104 billion rubles (including the prices of the EPC contracts awarded to the preferred bidders in connection with the construction of new power units at Surgutskaya GRES-2 and Shaturskaya GRES).

The total amount of OGK-4's purchases related to its operating activities reached 3.8 billion rubles. The purchasing efficiency (calculated as the difference between the planned and final values of lots) was 227 million rubles. As compared with the equivalent period in 2006, the Company's purchasing efficiency related to its operating activities grew 1.5-fold in absolute terms.

From January to September 2007, OGK-4 held 1,308 competitive bidding events, including 328 public auctions. The public auctions accounted for 98% of the total purchases. This figure includes a total of 35.116 billion rubles resulting from 262 trading sessions in the B2B-Energo electronic trading system.
