Generation Company Four of the Wholesale Market of Power and Energy (OGK-4) has announced an open one-stage bidding to select a general contractor for the project related to the creation of a 800-MW replacement capacity at Surgutskaya TPP-2 Subsidiary of OGK-4. With the preferred bidder OGK-4 will enter into the General Contractor Agreement for design, delivery of equipment and materials, turnkey construction, and commissioning of two 400-MW single-shaft combined-cycle gas turbines.
The deadline for the receipt of bidder applications is January 22, 2007. The participant who offers the best technical and economic conditions in accordance with the bidding documents will be selected as preferred bidder. The agreement between the customer and the preferred bidder is supposed to be entered into not later than 20 days after the completion of the bidding, based on the report on its results.
The investment project related to the creation of the CCGT-based 800-MW replacement capacity at Surgutskaya TPP-2 was approved by the Investment Committee of RAO UES of Russia on June 16, 2006. This project is on the list of high priority sites for commissioning of generating facilities in the Unified Energy System of Russia. The project's estimated cost is about 20 billion rubles. The construction of the replacement capacity at Surgutskaya TPP-2 is to start in 2007, with the commissioning scheduled for 2009.
